You can use Kuwait Mobile ID App (هويتي) to make authentication by entering your Civil ID number and click the button "Send an authentication request" If you have a Login ID (Mobile No.) and Password, you can first access your account, then make authentication with PACI.
Note: You cannot buy before you making authentication with App (هويتي).
